Bambusa vulgaris "Vittata", more popularily known as Golden Hawaiian bamboo, is a very vigorous, fast growing semi open tropical clumper. Experts rate it to 27 degrees, and that is honestly the temperature when leaf damage starts to occur. Prolonged temps below that definitely will cause culm damage. Every year that we have had Bambusa vulgaris "Vittata" in the ground at our location in Central Florida it has suffered cold damage which resulted in almost complete leaf loss and complete uppper half culm death. I know one night we had a hard freeze for several hours where the temps hit the low 20's/high 10's and it's always bounced back.
Again, a beautiful bamboo that should be in every boonut's collection but definitely needs a more tropical environment to be in the ground. I'm sure it is grown potted and I know for fact it does well indoors...there's some in the lobby of the Polynesian Resort at Walt Disney World.

The pictures below show new
growth from a Bambusa vulgaris "Vittata" that I had purchased
from a vendor on eBay in 2003. This one is a real fast grower putting
up some good sized shoots in just two growing seasons. A must for any
bamboo collector to have. The bamboo was divided and moved in 2006,
updated pics soon...
